Who is not brave enough to use the shot, does not care enough for who is lynched as long as they survive.
It's like a reaction test and it shows mindset, in my opinion. Abstaining is for mafia.
This is how I saw the usefulness of this role and I aimed at my first scum reads.

I think post 1512 explains why.
I think a townie can have bad reads and pick up a townie by mistake, but mafia would not use the shot. That's why I said I need good reads, I wanted from the start to target mafia with my shots.

When the gladiator is using the action, this it's confirmed by host, so is nothing hidden or secret.
