Between Michelle and Ruri's claim Michelle's is honestly far less believable as a restrictionless Cop when we have a confirmed 1-Shot Cop and a claimed 1-Shot Give Cop.

There is no self resolution to this, there are 3 mafia left. There is no time for a self-resolve on a cop giver which is why it's unforgivable to not have done anything N1 and N2.

Also, you get a role PM that says you can reliably give someone a 1-shot cop. How can that possibly be ambiguous, or confusing? And if it is, why don't you ask the mod? Ruri is just mafia. The claim is bad because they don't know what to claim in a game where a bunch of roles are public knowledge, they need to claim something that doesn't interfere with any actions that have occurred (which they may not know for sure) or they claim to have a role that has done nothing to impact the game and hasn't been impacted by the game.

Ruri had as much of a wagon as me when they claimed, which I don't consider to even be a wagon. They were under heavy scrutiny though.

Selling hope for the future is a good way to stave off elimination for one day, and I'm not buying it. She's been confused about her role, tomorrow she'll just be confused about some part of her role, or maybe she actually has the ability to give something and is mafia, and has some sort of verifiable information, that would be a worst case scenario.

I just don't like Paopan or Michelle's claims and I don't know how I feel about scumreading literally all the informative roles in the game.
