1) This at this time - we are just answering the question correct? I assume group 2 is doing the same thing, is that also correct? You will only answer the questions.
2) We can decide to answer this however we wish correct? Correct
3) When it is time to guess, is the "correct" answer going to be the true number of people or the number *we* answered with? (If they differ.) Group 2 is placing a bet as to what your group's answers will be. If they correctly predict your answers, they win their bets and money for the pot. If they grow the pot enough you all pass the challenge. The correct answer is irrelevant, your group's answer is what they are trying to predict.
