Well they kinda do. The law suggests that they ride on the road, especially if there are no bike lanes or shoulders. But also, cops don't pull them over for running stop signs or red lights. So yes cyclists take advantage of this (I do too, but with safety in mind), but cities aren't currently set up for cyclists to get where they need to, so for now, that is the only option.
But the more bikers there are, the less congestion from automobiles there will be, theoretically.
